PROBLEM TO BE SOLVED: To realize efficient manufacturing of the mixture of lightweight aggregates such as rice hulls, wood chips further stumped matters or the like. SOLUTION: This device has a bottomed cylindrical container, a rotating shaft 3 provided along the center line shaft of the cylindrical container 2 and one sheet of a mixing blade 4 attached to the rotating shaft 3 so as to locate the neighborhood of the bottom part of the cylindrical container. Even when lightweight and irregular-shaped aggregates such as rice hulls, wood chips and further stumped matters or the like are employed, neither agglomeration nor bridging develops, thus allowing efficient mixing.
