PROBLEM TO BE SOLVED: To fill a liquid within a storing tub with a large amount of fine bubbles in a fine bubble generator. SOLUTION: In the fine bubbles generator 20 which mixes air with bathtub water taken out from the inside of a bathtub 10 by an air mixing means and dissolves the air with the pressurizing force of a circulation pump and returns it to the bathtub 10, bathtub water is made to flow downstream of the means 24 while being turned by a turning flow generating means 29. Thus, the bubbles mixed with bathtub water are prevented from growing in size and it becomes easy to dissolve as much air as possible in bathtub water. Consequently, as much air as possible is dissolved and bathtub water without including comparatively large bubbles can be made to flow into the bathtub, thereby the bathtub water in the bathtub 10 can be filled with a large amount of the fine bubbles.
