PROBLEM TO BE SOLVED: To obtain a developing device capable of dealing with non-magnetic toner, and forming an excellent visual image by transporting the necessary quantity of toner to a developing area while satisfactorily carrying on the toner carrier surface with a simple structure. SOLUTION: A toner carrier (5) has a matter provided with a ferroelectric substance layer 5b formed by filling ferroelectric substance fine particles in resin on a conductive substrate 5a surface, and a polarization forming means 10 for applying voltage so that the ferroelectric substance layer 5b is polarize is provided. The alternating residual polarization on the ferroelectric substance layer 5b is formed by applying the AC voltage from the power source 51 to the polarization forming means 10, and the toner on the ferroelectric substance layer surface 5b is attracted by the electric field formed by the static charge of the residual polarization, thereby transporting the toner to the developing area. |
