PROBLEM TO BE SOLVED: To quickly detect a fluid other than petroleum such as water in a petroleum tank or an oil feeding duct by arranging a fluid discriminating apparatus which discriminates whether a fluid to be detected existing on the internal bottom section of the petroleum tank or the oil feeding duct is petroleum or not, in the internal bottom section of the petroleum tank or the oil feeding duct. SOLUTION: When a hot water feeding operation of a petroleum water heater is instructed, an opening/closing valve is opened/closed by a fuel feeding actuator section 40, and petroleum is fed to a burner section 60 through an indirectly heated type flow rate detector 30 in the middle of an oil feeding duct 20, from a petroleum tank 10 by driving a pump. The indirectly heated type flow rate detector 30 is equipped with the function of a fluid discriminating apparatus as well, and discriminates the kind of a fluid which flows in the oil feeding duct 20 as a fluid to be detected. When the kind of the fluid detected is not the oil to be used for this petroleum combustion device, a controller 90 performs a control wherein the state may be displayed on a remote controller 100, and a remedy for that may be taken.
