A scaffold plate 5 is longitudinally nailed to the upper surface of the pipe sleeper 2. The part where the scaffold plate 5 is laid is used as a working passage to carry a minor diameter pipe 3 into the major diameter pipe 12 by a truck, the minor diameter pipe 3 is laid with connection, and fastened and fixed by a fixing band 4. The circumference of the pipe 3 is enclosed by an invert member 7, and air mortar 8 is pressure-injected into the space S formed by the invert member 7, the outer surface of the pipe 3, and the lower half inner surface of the pipe 12, and solidified. According to this, a broad passage can be formed, and the internal inspection can be safely and easily performed by use of this passage.
