PROBLEM TO BE SOLVED: To improve drivability and exhaust emission in correcting an exhaust gas circulating valve according to opening difference by improving the convergency of the opening of the exhaust gas circulating valve while suppressing hunting and improving responsiveness. SOLUTION: This device is equipped with an exhaust gas circulating valve M5 arranged in the middle of the exhaust gas circulating passage M4 of an internal combustion engine M1, a required opening calculating means M6 calculating the required opening of the exhaust gas circulating valve M5 in compliance with driving conditions, an actual opening detecting means M7 detecting the actual opening of the exhaust gas circulating valve M5, an opening difference calculating means M8 calculating opening difference between the required opening and the actual opening, a correction means M9 correcting the opening, a trend of increase judging means M10 judging whether a differential value of opening difference trends to increase, a correction of increment stopping means M12 stopping the correction of the differential value during a first set time when judging the trend of increase, and an averaging means M13 averaging the correction of the differential value of the increment after lapse of the first set time by using the averaged coefficient of the inverse of a second set time during the second set time.
