PROBLEM TO BE SOLVED: To provide an enhanced jitter measurement technology that employs a high bandwidth undersampling voltage measurement device. SOLUTION: A trigger is generated form a signal with a repetitive signal pattern, this signal is compared with the threshold level for a plurality of number of times relatively, with respect to the trigger for a plurality of number of times of repetition period of the signal pattern to generate a measurement sample which denotes a signal level relative to the threshold level. Then the measurement sample is used to decide the probability of a signal edge state as a function of a time, with respect to a plurality of times of repetitions. Then the probability of the signal edge state is used to decide an edge probability density as a function of time. Furthermore, a histogram of a signal state transition time is generated from the edge probability density, and a mean deviation and a standard deviation of the signal edge transition are estimated to estimate the square mean (rms) jitter of the signal.
