PROBLEM TO BE SOLVED: To efficiently detect a still image from video of television broadcasting by setting plural pieces of check points on one image and comparing received signals of the image at the check points with received signals of the image after the lapse of a fixed time therefrom. SOLUTION: Check points a1, a2,..., c1 and c2 are set on scanning lines La, Lb and Lc selected from an upper part, a middle part and a lower part in a received image. Then, only received signal at these check points are respectively compared with received signal at the same check points after fixed time, the received image is decided as a still image because the probability of being a still image is large when they coincide at all of the check points, and all of the still image signals are stored. The positions and the number of check points are empirically modified from an actual received image. Thus, it is possible to efficiently extract a still image from a received signal of television.
