PROBLEM TO BE SOLVED: To obtain a treatment method in which ammonium nitrate can be treated safely by a method wherein an alkaline metal hydroxide is added to an ammonium nitrate waste liquid so as to be heated, an alkaline metal nitric acid waste liquid is dried, its molten salt is electrolyzed and an alkaline metal is moved to a cathode. SOLUTION: Caustic soda is added to the waste liquid or the sludge of ammonium nitrate which is contaminated with radioactivity and which has a danger of explosion, this mixture is heated to about 80 deg.C, ammonia gas is expelled, and a sodium nitrate waste liquid is formed. The expelled ammonia gas is introduced to an absorber so as to be decomposed into nitrogen and water by a denitration reaction. The sodium nitrate waste liquid is dried so as to be heated and melted at about 350 deg.C, and a molten salt is formed. The molten salt is used as an anode liquid. A low-melting-point metal such as Bi-In, Bi-Pb- In, Bi-Pb-Cd-In or the like is used as a cathode liquid. Sodium which is charged with radioactivity is electrolyzed, and it is moved to the side of the cathode liquid so as to be contained in the low-melting-point metal. The low-melting- point metal is cooled to about 80 deg.C by a heat exchanger, it is charged into a water tank, and caustic soda is generated so as to be circulated an reused.
