PROBLEM TO BE SOLVED: To provide a program transmission control signal receiver that can detect reception of a program transmission control signal without being affected by an environmental condition such as temperature. SOLUTION: A horizontal synchronizing signal detection circuit 6 detects a horizontal synchronizing signal in a broadcast video signal, a counter circuit 7 starts counting number of horizontal synchronizing signal pulses outputted from the horizontal synchronizing signal detection circuit 6 by using an output signal from an OR circuit 5 for a trigger signal and outputs a plurality of signals in response to predetermined count timing and a 60 Hz period discrimination circuit 8 discriminates the reception of the program transmission control signal at a period of 60 Hz when the circuit 8 detects an output signal from the OR circuit 5 among the signals in response to each count timing.
