PROBLEM TO BE SOLVED: To easily measure optical characteristic for a phosphor sample such as diffusion transmission brightness, diffusion reflection brightness, the sum of the diffusion transmission brightness and the diffusion reflection brightness. SOLUTION: In this optical characteristic measuring device, a first integrating sphere 3 for measuring ultraviolet radiation and visible radiation amounts is connected to the second integrating sphere 4, having an inside diameter and an inner face reflectance equal to those of the first sphere 3 and for capturing emitted fluorescent light at a side opposite to the exciting light projecting side out of the emitted fluorescent lights of the phosphor via a sample mounting part 1 for mounting the phosphor, a fixed amount of visible radiation F0 is introduced into the integrating sphere 3, illuminances of inner wall faces of the integrating spheres 3, 4 are measured respectively by a first light-receiving part 5 provided in the sphere 3 and a second light-receiving part 6 provided in the sphere 4 to find measured values M10, M20, a fixed amount of ultraviolet radiation P0 is introduced into the sphere 3, the illuminances of the inner wall faces of the spheres 3, 4 when the phosphor is excited are measured respectively by the light-receiving parts 5, 6 to find measured values M1, M2, and at least one of diffusion transmission brightness, diffusion reflection brightness, and the sum of the both brightnesses of the phosphor sample is found based on the measured values M10, M20, M1, M2.
