PROBLEM TO BE SOLVED: To prevent a melted plastic film from sticking out of a sealed bag opening when the bag is held and pressured excessively in sealing the bag opening held and pressed by a seal bar for melting plastic after coating the bag inside with a low temperature plastic as to aluminum bag whose top face is refractory aluminum. SOLUTION: A stopper 24 is swollen and extruded from a part of a seal bar 22 toward a silicon rubber 13 adhered on the top face of a seal table 12. The seal bar 22 is moved downward by air pressure 25 acting on a diaphragm 20, and when heat is applied to the opening of a bag 14 by a heating filament 23, the reaction of the silicone rubber 13 compressed by the stopper 24 resists the air pressure 25 and adjusts the holding pressure of the bag.
