PROBLEM TO BE SOLVED: To enhance transportation efficiency for sludge by forming the sludge into a plug shape when it is to be discharged through a pipe. SOLUTION: This controller includes a sludge pipe 14, whose one end is connected to a sludge tank 12 and whose other end is connected to a receiver tank 22 and a vacuum pump 26 which is connected to the receiver tank 22 through a suction pipe 24 and performs vacuum-sucking inside the sludge pipe 14. This controller is also provided with an air suction valve 20 mounted on the sludge tank 12 side of the sludge pipe 14 through an air suction pipe 18 and at the position where sludge is prevented from flowing into the sludge pipe 14 from the sludge tank 12 when the valve is opened, and a valve controlling means opening and closing the air suction valve 20 based on the prescribed condition for forming sludge into a plug shape and carrying the sludge out as a plug 60.
