PROBLEM TO BE SOLVED: To provide high lift and low lift, by maintaining a flap steering function that rotates a sub steering plate with rotation of a main steering plate by an angle different form the main steering plate constrained to a link mechanism, and simultaneously rotating the sub steering plate independently. SOLUTION: A hinge shaft 22 is rotatably and vertically placed at the back of a main steering plate 10 with similarly penetrating through a steering head machine 14, a sub steering plate 12 is mounted to this hinge shaft 22 in a state that it connects to the back of the main steering plate 10. When a hydraulic cylinder is expanded or shrunk, a link pin 28 moves from a neutral position to a certain position, following this a link fork 26 rotates about the hinge shaft 22, and therefore the sub steering plate 12 rotates by a steering angle independently of the main steering plate 10. As a result, rotation of only the sub steering plate 12 can provide a steering function of low lift, and a flap steering function of high lift can be provided by the main steering plate 10 and the sub steering plate 12.
