PROBLEM TO BE SOLVED: To make it possible to instantaneously pinch and bind the bundled bulky portion of hanging cloth, such as a curtain or split shop curtain, when the hanging cloth is open by placing a rigid plate in the central part on the recessed surface of a cover body and joining the entire peripheral of the outer peripheral part thereof with an adhesive tape. SOLUTION: The rigid plate 5 is placed in the central part on the recessed surface of the cover body 3 and the entire circumference of the outer peripheral part thereof is joined by the adhesive tape 6. The material of the adhesive tape to be used is not particularly restricted. For example, the adhesive tape may be made of paper unless the paper is easy to cut. The joining method includes various methods in addition to adhesion by the tape and fastening by, for example, a cord is equally well. The cover body 3 joined with the rigid plate 5 constituted in the manner described above is housed in a housing body and the central part at its end is provided with a hole part penetrating the central part of the end. The material of the housing body is not particularly restricted and may be any materials, insofar as such materials are flexible. For example, a soft plastic sheet may be used.
