PROBLEM TO BE SOLVED: To eliminate a need of newly installing a powder granulation line and of remodeling a granulator by a method wherein hot water and a solidification material are supplied to a kneading machine, the temperature of a substance to be kneaded is held at a specific temperature or higher and a powder and a pellet are charged and kneaded so as to be filled into, and solidified in, a solidification container. SOLUTION: By using a pellet takeout device 2, a pellet is taken out from a pellet storehouse 1 so as to be kept in a pellet storage tank 3. The pellet is discharged to a powder separator 4 from the pellet storage tank 3. The pellet is separated from a powder. A melting operation is performed by a pellet metering device 5 and a powder metering device 6 in such a way that the total amount of the pellet and the powder amounts to about 200 kg. As a solidification material, high-performance cement is used. First, hot water and solidification material are charged, in this order, into a kneading machine 10 so as to create a solidification-material paste. The pellet and the powder of waste are charged into the paste so as to be kneaded. At this time, the temperature of the hot water is adjusted to about 33 deg.C or higher in such a way that soda sulfate is not decahydrochlorinated at the temperature of a kneaded substance. Thereby, the pellet can be solidified stably.
