PROBLEM TO BE SOLVED: To simplify a jam treatment process for a sheet located between two conveying means which are moved relative to each other during processing of jam. SOLUTION: When a frame 300 is displaced to a lower position during jam treatment, a driven roller above a register roller 212 is moved upward so that the driven roller is not made into press contact with a drive roller, and accordingly, a sheet clamping force of the register roller 212 is released. A load exerted to the sheet S from the register roller 212 is smaller than a load exerted to the sheet S from the driven roller 215 and an electrifying roller 228, and accordingly, a part of the sheet S which is located upstream of the position of clamping between the driven roller 215 and the electrifying roller 228 is moved toward a space formed above a conveyer belt 216.
