SOLUTION: When hands are off from a steering wheel, a twisted torsion bar is restored to the state before twisted. Accordingly, an angular velocity of variation in twisting is calculated by a calculation means 26 of angular velocity of variation in twisting of torsion bar at that time and the calculated angular velocity in twisting of torsion bar is input into an addition circuit 36. A steering returning compensation current value corresponding to the angular velocity in twisting of torsion bar is determined by a determination means 27 of steering returning compensation current value, and sent to a current command determination means 23 to rotate a motor M. That is, a clue to generate the rotating angular velocity of the motor M enables the restoration control based on the steering rotation angular velocity afterward.
