PROBLEM TO BE SOLVED: To prevent the scattering of the spray of paint and simplify a working process by surrounding a power transmission tower by a protection panel stretching a net body on the frame body of an air tube and performing lifting and lowering in accordance with the progress of painting work. SOLUTION: A frame body 5 is formed by two lateral tubes 5a, one middle lateral tube 5b and four vertical tubes 5c filling the flexible and airtight tubes with air, and a net body 6 is stretched in the frame to form a basic panel 2. In addition, a space is formed in the center of the lateral tube and the lateral middle tube to be divided into right and left so as to be disposed, and reinforced by the four vertical tubes to form a panel 3 except the inside. The panel except the inside is arranged on a face arranging the ladder of a power transmission tower, and the basic panel 2 is arranged on the other face to connect a corner part to be fixed at a working part so as to form a protection cover 1. The protection cover 1 is hung up to be lifted and lowered by a rope hung down from the arm of the power transmission tower in accordance with the progress of work. After working completion, air is let out of each tube 5a, 5b, 5c to be dismantled and transported so as to take costudy.
