PROBLEM TO BE SOLVED: To obtain an ice slurry which exists as a stable slurry with a constant IPF(ice percentage filled in an ice slurry) even when kept at low temperature for a long time by adding surfactant(s) to water or various brines. SOLUTION: For preparing the ice slurry, one surfactant or a mixture of two or more surfactants is added in an amount of 0.0005-50 wt.% to water, or an aqueous solution of one brine component, such as an aqueous solution of an inorganic salt, a glycol or a lower alcohol, or an aqueous solution of a mixture of several kinds of the brine components, or an aqueous solution of an organic compound, or a mixture of an aqueous solution of a brine and an aqueous solution of an organic compound. The ice slurry permits the stable operation of a cold storage tank, can be safely conveyed to a prescribed place through a pipeline and a pump, and is effective in preventing the deposition and sticking of ice to the surface of a heat transfer pipe. A rust preventive, a scale inhibitor, a slime treating chemical, a dispersant, an antiseptic agent, an antifoaming agent, etc. are added if necessary, to the afore-mentioned aqueous brine solution or the like to prepare the ice slurry.
