PROBLEM TO BE SOLVED: To provide a composite plate which is free from any cracks in a porous metallic layer by laminating a foamed green tape on both sides of a non-foamed green tape provided with punching holes which is not foamed even if it is heated or dried to achieve the degreasing and burning. SOLUTION: The slurry containing hydrophobic binder is formed on a carrier sheet in a plate shape by a doctor blade, and heated and dried to manufacture a non-foamed green tape 6 which is not foamed even when it is heated or dried. Punch holes 4 are made in the non-foamed green tape 6, a foamed green tape 2 is laminated on both sides thereof, a laminated body is degreased and burned to form a sponge-like porous metallic composite plate. Since the non-foamed green tape 6 is not foamed, it is formed into a punching metal reinforcement plate excellent in strength, while the foamed green tape 2 is foamed in a sponge- like manner to form a porous metallic layer having continuous opened cavities 8. The shrinkage rate in burning the non-foamed green tape 6 is approximately same as that in burning the non-foamed green tape 2, and no cracks are generated.
