PROBLEM TO BE SOLVED: To obtain pannier having an applied use besides the use utilizing the original function of providing volume to a skirt by wearing under the skirt to expand the skirt. SOLUTION: An incision line 2 from the upper edge to the lower edge is formed at one position in the circumference direction of a cloth formed into a skirt shape having a nearly truncated conical shape and having a waist part 10a at the upper part, and pairs of hook-and-loop fasteners 7, 8 and 9, 13 are installed so that the incision edge parts 3, 4 at both sides of the cloth 10 divided by the incision line 2 may be folded so that the length of the cloth in the arrow A direction may be shortened, and the folded edge parts 3, 4 may be fixed on the part 5, 6 at which the cloth is not folded. The pannier can be changed into a half pannier having shorter length in the circumferential direction of the cloth 10 by folding the one incision edge part 3 of the cloth 10 outside and pushing and fixing the hook-and-loop fastener part 7 onto the hook-and-loop fastener part 8, and also by folding the incision edge part 4 side of the cloth 10 outside, and pushing and fixing the hook-and-loop fastener part 9 onto the hook-and-loop fastener part 13.
