PROBLEM TO BE SOLVED: To downsize equipment and improve treatment efficiency through increased load on water surface by installing a shield plate between an upper opening of a feed well and the surface of the water of a floating tank. SOLUTION: Above an upper opening 10A of a feed well 10, a shield disc 11 as a shortcut preventing and straightening mechanism of mixed water is installed. The ratio of a diameter R1 of the shield disc 11 to a diameter R2 of the opening 10A is R1/R20=0.8-2.0. And the installing position of the shield disc 11 is at a depth D1 of 5-20 cm from the surface of the water L. A distance D2 (cm) between the shield disc 11 and the feed well 10 is determined by the inflow water quantity Q (m3/hr) of mixed water, for example, in the case the inflow water quantity of mixed water is 100 m3/hr, D2=8-20 cm. The mixed water that has risen in the feed well 10 and has flowed in from the opening 10A does not spout out directly to the surface of the water L, and combined material of suspended substances(SS) and micro air goes around the back surface of the shield plate 11 and becomes an uniform and slow flow which reaches the surface of the water.
