PROBLEM TO BE SOLVED: To obtain a vinyl resin emulsion excellent in hot-water-resistant adhesiveness, flow stability, low-temperature stability, stability upon standing, etc., by selecting an acetoacetic-ester-group-containing polyvinyl alcohol resin having a specified block character value and a specified average degree of polymerization. SOLUTION: This stabilizer comprises an acetoacetic-ester-group-containing polyvinyl alcohol (AAPVA) having a blocking character value [η] of at most 0.6 and an average degree of polymerization of 500-1,500. It is desirable that the content of acetoacetic ester groups is 0.5-5 mol%, and that the content of hydroxy groups is at least 85 mol%. It is desirable that the relationship between the content (mol%) of the acetoacetic ester groups contained in AAPVA and the content (mol%) of acetic groups (AC) is represented by the formula. The stabilizer can be desirably used in the emulsion polymerization of an ethylenically unsaturated monomer, a butadiene monomer, or the like.
