PROBLEM TO BE SOLVED: To prevent detrimental effects on an environment at the time of discarding by layering polymer material not including a halogen element such as chlorine on a reinforcing cloth, thereby forming a waterproof sheet. SOLUTION: This waterproof sheet is formed by layering a thermoplastic polymer material 1 not including a halogen element such as chlorine or liquid plastics on a reinforcing cloth 2. The thermoplastic polymer material 1 uses olefin thermoplastic elastomer, urethane thermoplastic elastomer, or polyester thermoplastic elastomer, and the reinforcing cloth 2 uses a multilayered sheet formed by layering sheets of cloth constituted of vertical and lateral strings of glass fiber or a single layer sheet. In construction, the waterproof sheets are heat-fused to each other or the waterproof sheet and an auxiliary material are fused. It is thus possible to keep environment in a good condition without generating dioxin or an endocrine disrupting chemical when the waterproof sheet is discarded by incineration or reclamation.
