PROBLEM TO BE SOLVED: To provide a railroad ballast excavator and an excavation method for railroad ballast capable of adjusting an angle of the excavated surface in the railroad ballast in a variable manner. SOLUTION: A railroad ballast excavator is equipped with movable wheels 1 and 2, an excavation member 5 arranging a plurality of raking devices 5b on the circumference of a chain section 5a, a first driving mechanism 8 and a second driving mechanism 9 connected to a bearing body 10 with a hinge. Then, the movable wheel 2 is rotationally driven by a hydraulic motor 3 to make the excavation member 5 exercise circulation movement, ballast crushed stones under a railroad rail are excavated and, at the same time, an angle of the excavated surface of the ballast can be set in required value.
