PROBLEM TO BE SOLVED: To provide an on-board satellite holding and releasing device capable of appropriately holding held parts with respect to satellite lunching environment, of releasing them without generation of substantial impact force in its orbit, and of executing holding actions and releasing actions repeatedly. SOLUTION: Each holding pawl 4 is disposed in a groove overlapping portion formed between a first stationary plate 1 having radial shaped grooves engraved and a second rotary plate having spiral shaped grooves engraved, and the transmission of rotation torque generated by a motor 5 to the rotary plate 2 thereby allows the rotary plate 2 to be rotated relatively with respect to the stationary plate 1, allows each holding pawl 4 to be moved along the grooves engraved over the stationary plate 1, and thereby allows a function for releasing the restriction of the held part to be provided.
