PROBLEM TO BE SOLVED: To provide an optimum steering property by extending the range of keeping area of a clutch and outputting a steering control signal for providing hydraulic characteristic to an electronic proportional control valve. SOLUTION: Clutches 26L, 26R and brakes 27L, 27R are constituted so as to be actuated by the energizing force of a spring and released by hydraulic force. According the control signal outputted from a controller 29, they are controlled through each of lateral clutch solenoid proportional control valves 30L, 30R and each of brake solenoid proportional control valves 31L, 31R. To execute this control, the signal from a steering instruction signal generator 14a for generating a steering instruction signal according to the operating quantity of a steering lever 15 is inputted to the controller 29. To the clutch/brake hydraulic characteristic in general traveling, the steering control is executed so as to change the static characteristic or dynamic characteristic according to the working state of a bulldozer.
