PROBLEM TO BE SOLVED: To improve the durability of photo catalytic composite material while maintaining hydrophilicity and photo catalytic activity by forming a coating film by using a photo catalytic coating composition on the surface, which contains high concentration of Sn, of glass. SOLUTION: This photo catalyst means a photo catalytic oxide and anatase- type titanium oxide, broockite-type titanium oxide, rutile-type titanium oxide, tin oxide, zinc oxide, bismuth trioxide, tungsten trioxide, ferric oxide, strontium titanate or the like can be used for the catalyst. A hydrolysable silane, a hydrolysable alkyl silicate, their hydrolyzed compounds, their hydrolyzed- condensation compounds or the like can be used as a silica used for the photo catalytic composite material and a silicone, in which at least a part of organic groups combined with a silicon atom is substituted by a hydroxyl group. The forming method of the photo catalytic composite material is, for example, that after preparing a coating solution, in which photo catalytic titanium oxide particles are dispersed, the coating solution is applied on a glass surface, and then the coated surface layer is fixed on the glass surface by polymerizing with heat treatment, standing at room temperature, irradiating with a UV ray or the like.
