PROBLEM TO BE SOLVED: To provide a low-cost opening and closing device for floor openings having a multiple function. SOLUTION: This device includes openings formed in a floor face (f), floor lids each having both a lid-like main body covering the opening and a hinge piece engaging with an insertion port that extends from a side edge of the main body and is formed in a peripheral edge member of the opening, a service mat 16 laid over the floor lids and the peripheral floor face (f) and formed with cuts 17 in a boundary between floor lid opposite parts 161, (i.e., opposite parts to the floor lids) and an peripheral part 162 around the floor lid opposite parts 161 except hinge opposite parts 163, (i.e., opposite parts to the hinge pieces); and hook members 14 each connecting the floor lid and the floor lid opposite part 161.
