PROBLEM TO BE SOLVED: To provide a groove forming method and its device which can form easily a groove the strength of whose bottom corner part is improved, to the inner peripheral surface or to the outer peripheral surface of a cylinder member. SOLUTION: After a recessed groove 80 is formed by a cutting machining, a fillet machining to harden the bottom corner part 85 of the groove 80 is applied. A fillet tool 81 which has a pressing surface 215 to press the bottom corner part 85 of the groove 80 at its outer peripheral end, as well as has a rotatable disk form, and furnishes its rotating axis core C1 almost parallel to the axial core C2 of a cylinder member 8, is used. The pressing surface 215 of the fillet tool is inserted in the groove 80 while rotating the filler tool and the cylinder member 215 relatively, so as to compression machining the bottom corner part 85 by pressing by the pressing surface 215.
