PROBLEM TO BE SOLVED: To provide a method and a device for improving soil, the device of which is stuck fast on a landslide protection wall and other structures or the like and can improve soil. SOLUTION: An improvement material is injected from a discharge opening at the front end section of a rod 6 while rotating and driving the lower horizontal agitating blade 11, upper horizontal agitating blade 12 and vertical agitating blade 13 of an agitating head 10 installed to the soil improving device, and soil within a range in a rectangular shape in a plan view is improved by stirring and mixing the improvement material with soil and sand. The improvement material is jetted into a weak strata G1 among exhaust nozzles 18 at the blade front-end section of the vertical agitating blade 13 and a landslide protection wall 20 on the side from the exhaust nozzles 18 in parallel with soil improvement.
