PROBLEM TO BE SOLVED: To allow the gradual increase of air quantity to a maximum in the gradual-increase control of air quantity with a water temperature after starting a vehicle even if it is so cool that an outside temperature falls down to -20 deg.C. SOLUTION: This air-conditioning controller for vehicle includes an outside temperature sensor 2 for detecting a temperature outside a vehicle, a water temperature sensor 53 for detecting the temperature of an engine cooling water, a blowing means 54 for blowing warm air into the vehicle and an air quantity control part 1 for gradual-increase control of air quantity from the blowing means 54 to a maximum as the output temperature of the water temperature sensor 53 rises after starting the vehicle. The air quantity control part 1 has the capability of setting the output temperature of the water temperature sensor 53 to be lower so that air quantity gets to a maximum as the output temperature of the outside temperature sensor 2 is lower during starting the vehicle.
