PROBLEM TO BE SOLVED: To enhance the filtering effect of physical filtration, chemical filtration and biological filtration, etc., by making water meander so that the water is sufficiently brought into contact with a filter material. SOLUTION: Water is made to pass through each filter frame 2 in a meandering state as a whole by providing plural frames in an overlapped state one on another, housing the filter material at the inside of each filter frame 2, supplying the water at one end part of the upper end filter frame 2 and making the water pass through the other end part, and at the other end part, supplying the water to one end part of the filter frame 2 placed at the under part and making the water pass through the other end part. The zigzag flow passage is formed inside the filter frame 2 by a partition leaf and the water passes even inside the filter frame 2 zigzag.
