PROBLEM TO BE SOLVED: To provide underground type, temperature control and a cold storage which adopts merits of excellent heat reserving and airtightness of underground structure and has excellent airtightness and perfect heat reserving. SOLUTION: By spreading urethane waterproof agent K on the surface of earth floor concrete N, the inner wall surface of a foaming form material F, and the upper surface after forming a cooling/heating concrete body A5, to perform perfect waterproof treatment on the peripheral wall, the floor, and the whole lower part of a 1F slab R forming the ceiling in an underground structure Z, and further by laying urethane foam M, heat reserving effect is remarkably improved. A heating/cooling body X formed together with the cooling/heating concrete body A1.A3.A5 is filled with circulating liquid added with antifreezing liquid, and by circulating hot water of fixed temperature or low temperature water as circulating liquid, heat reserving or cold reserving effect can be optionally set.
