PROBLEM TO BE SOLVED: To accumulate no water in the inside of a motor and to hardly generate a damage caused by water in the inside of the motor. SOLUTION: A communication hole 46 for communicating the inside of a case 30 with a motor chamber 24 is provided on the case 30 of a motor 17 accommodated in the motor chamber 24 provided in a housing 16 so as to accumulate no water in the inside of the case 30. An outer communication portion 47 for communicating the inside with the outside is provided on the housing 16 so as to accumulate no water in the inside of the motor chamber 24. A body portion 28 of the motor 17 is made to a flat shape in a cross section having a pair of opposed flat portions 28a and an outer communication portion 47 is provided at a position opposed to the lower flat portion 28a such that a portion is arranged within a range of a largest outer diameter of the body portion 28. The outer communication portion 47 is formed so as to open to the outside of the housing 16 through passages extending from the motor chamber 24 to three directions.
