PROBLEM TO BE SOLVED: To reduce a discharge pulsation and to realize a low noise by making a backlash 0 or outstandingly small by a simple constitution. SOLUTION: In the case where rotation shafts 7, 8 are disposed at a design position P in bushes 3b, 4b, teeth 51, 61 of the gears 5, 6 are engaged with each other in a state of a backlash of 0 and function as a pump or a motor in this state when the rotation shafts 7, 8 are moved in the bushes 3b, 4b by a bearing gap CLS by setting them such that the respective gears 5, 6 are interfered with each other.
