PROBLEM TO BE SOLVED: To stably hold an impervious layer against natural ground by fixing mat layer to be laid by using impervious connecting means on a face of slope by using fixing means such as anchor bolts. SOLUTION: An internal reinforcing layer 23 comprising woven cloth such as glass cloth is arranged between a lower layer and an upper layer formed by placing asphalt mastic, the three items are placed in one united body and a mat member 20 is constituted. Lateral wire 24 and longitudinal wire 25 to be used for cargo handling and connecting mat are arranged at predetermined intervals on the surface below the internal reinforcing layer 23, and a plurality of mats 20 are connected by connecting means 31 through eye portion 26 provided at an end part of each wire. And the asphalt mastic is placed so as to place connecting means 31 internally, and a filling layer 32 is formed as an impervious layer. When arranging a mat member on the face of slope 3, for instance, wire 24 is fixed by an anchor member 60 or by an anchor member 60 arranged for connecting means 31. By fixing the mat member 20 to the natural ground, the impervious protection layer 10 can be held stably.
