PROBLEM TO BE SOLVED: To provide a fresh-water stilling tower, by which fresh water is introduced safely into an intake tower without being affected by a water level in the intake tower and can be mixed with turbid water and which can be installed also in an existing dam, and an effluent facility using the stilling tower. SOLUTION: Fresh water is mixed with water taken from a surface layer by an intake tower 3 from the outside in the fresh-water stilling tower. The fresh-water stilling tower 4 has a fresh-water introducing passage 10 introducing fresh water from the outside in a tower upper section, and has a fresh-water leading-out passage 11 forwarding the introducing fresh water to the lower section of the intake tower in a tower lower section, and stilling means 12, 13 for stilling fresh water introduced from the fresh-water introducing passage 10 while inducing fresh water to the fresh-water introducing passage 11 by utilizing the difference of height are formed into the tower.
