PROBLEM TO BE SOLVED: To obtain a water permeability imparting agent capable of improving a process passing through property for producing a web and its production efficiency while imparting a dry touch as a body liquid conveying fiber. SOLUTION: This water permeability imparting agent contains at least the following (a) or (b) component and the water permeable non-woven fabric and water permeable fiber obtained by imparting the above treating agent. (a) A graft copolymer of a polyoxyalkylene monoalkyl ether with a copolymer of allyl alcohol with maleic anhydride and styrene. (b) A mixture containing 10-90 wt.% (a) and 90-10 wt.% ester of an alkoxylated ricinoleic type compound and/or its hydrogenated compound with a dicarboxylic acid. Since the treating agent can impart a hydrophilic property to a fiber on imparting it to a hydrophobic fiber such as a polypropylene fiber, etc., by a means such as a spray, etc., and also the hydrophilic property has an endurance, it is possible to improve the endurance of a dry touch as a body liquid conveying fiber.
