PROBLEM TO BE SOLVED: To reduce an arrangement space, reduce costs, and facilitate maintenance of a check valve by arranging a partition valve function and a check valve function in one valve device. SOLUTION: This device is provided with a valve box 23 in which a primary side water passage 21 and a secondary side water passage 22 are formed, and a spherical valve element 33 which is housed in the valve box 23 and in which a straight or bending water passage 34 is formed. The water passage 34 of the valve element 33 and the primary side water passage 21 and the secondary side water passage 22 of the valve box 23 are communicated with each other at a prescribed, position, the valve element 33 is rotated by nearly 90 degrees from the position, and thereby, the water passage 34 of the valve element 33 and the primary side water passage 21 and the secondary side water passage 22 of the valve box 23 are not communicated with each other. A check valve 35 is mounted in the water passage 34 of the valve element 33, and the check valve 35 is removed in a condition in which the water passage 34 of the valve element 33 and the primary side water passage 21 and the secondary side water passage 22 of the valve box 23 are not communicated with each other.
