PROBLEM TO BE SOLVED: To convert a chemically stable and also flame-retardant organochlorine compd. such as PCB to a harmless material by adding a catalyst and water, preheating the mixture at a temp.-of 20-60 deg.C to raise the reduction capacity and charging to a reduction device. SOLUTION: A catalyst and water are added to an organochlorine compd., and the mixture is converted in to a cluster in the reduction device, and the cluster is chemically treated by the high temp., own pressure, reheating, reduction and convection methods, and the compd. in which the compd. containing 13 pieces of chlorine to 10 pieces of chlorine atoms are incorporated and the organochlorine compd. being an organic matter in which chlorine atoms are substituted for hydrogen atoms of the first - tenth position of benzene ring from which two hydrogen atoms are removed, are decomposed to an inorg. matter and finally decomposed to the water (salt component-containing water) and gas (carbon dioxide). |
