PROBLEM TO BE SOLVED: To produce a steel sheet in which the generation of surface defects caused by scales formed in a hot rolling stage is reduced and which is excellent in surface properties and to provide a method for producing it. SOLUTION: As to a steel sheet contg. <=0.2 wt.% Si and 0.02 to 0.1 wt.% Ni and contg. Cu by 1/2×Ni wt.%<Cu<0.4 wt.% to Ni, in heating for steel before hot rolling, the maximum temp. at the time of the heating is controlled to 1080 to 1250 deg.C, and, after the heating for the steel, the removal of scales executed before hot rolling is executed by high pressure water descaling in which the collision pressure of high pressure jets in the surface of the steel slab is >=5 MPa. Surface defects caused in the hot rolling stage can be reduced without installing new equipment and also without changing the producing process, thus, the steel sheet excellent in surface properties can be obtd.
