PROBLEM TO BE SOLVED: To obtain a cosmetic having a slight stickiness, a dry feel, a humectant effect and an improving effect on a rough skin, useful as a foundation, face powder, eye shadow, etc., by making the cosmetic include raffinose and a specific low-molecular betaine in a specific ratio. SOLUTION: This cosmetic contains (A) 0.1-30 wt.%, preferably 1-20 wt.% of raffinose and (B) 0.01-30 wt.%, preferably 0.1-20 wt.% of a low-molecular betaine of the formula (R1 to R3 are each a 1-6C alkyl; n is >=0; with the proviso that the total of the number of carbons of R1 to R3 and n is <=8) (e.g. trimethylglycine). The cosmetic is useful as an eyeliner, an eyebrow, a cheek, a milky lotion, cream, etc.
