PROBLEM TO BE SOLVED: To obtain slip-stop effect, make drainage good and make elasticity good by integrating powder rubber and crushed slug by polyurethane. SOLUTION: An elastic rubber plate integrates powder rubber and slug by polyurethane resin. Polyurethane resin is not particularly limited, and it may resin which is obtained by collecting reactive liquid-like rubber to polyurethane prepolymer having terminal NCO group as liquid resin. The particle diameter of the powder rubber, the particle rubber of the crushed slug or the mixing ratio of the powder rubber and the crushed slug are not particularly limited, and it may be the particle diameters in consideration of permeability and the preparation of a mixture, the particle diameter capable of uniformly displaying the slip-stop effect or the mixing ratio considering the particle diameter or the like of the powder rubber or the crushed slug. Thereby the slip-stop effect is possessed, drainage is performed well, and it can be made the elastic rubber plate having good elasticity.
