PROBLEM TO BE SOLVED: To obtain a cosmetic composition having excellent cleaning effect and massaging effect, causing neither a sore feel nor a stiffened touch. SOLUTION: This cosmetic composition comprises a polymer satisfying aqueous solution conditions of (A) 0-20 wt.% electrolyte (in the case of the polymer itself being an electrolyte, an electrolyte except the polymer) content and (B) pH 2-10, shear stress (a): maximum shear stress at <=500/second shear rate and shear stress b: shear stress at 1/2 a shear rate, showing the shear stress (a).
