A lead-oxide-free piezoelectric ceramic composition having an electromechanical coupling coefficient greater than a predetermined value and having a Curie point of at least 500 DEG C., whose main component is a two-component-based solid solution of the formula of (1-x)BiaTibNbcO9-xNapBiqNbrO9, and which has a bismuth layer structure in the range of 0<x<1, the solid solution of the above formula satisfying 2.4<(1-x)a+xq<3.1, 0<b<1.1, 0.9<(1-x)c+xr<2.1, and 0<p<0.6.
