PURPOSE: Durable electrolytic cell electrodes having low hydrogen over potential and performance stability are provided. CONSTITUTION: A highly porous electrocatalytic primary phase and an outer, secondary phase reinforcement coating(14) are provided on an electrically conducting transition metal substrate(10) to make the electrodes. Durability is achieved by the application of the outer secondary phase to protect the primary phase electrocatalytically active coating. The electrocatalytic coatings are prepared by the following two steps. 1) A porous, electrocatalytic phase, the multi-component, for example, a platinum group metal component and a platinum group metal oxide component primary phase is applied to an electrically conducting substrate(10) so as to produce a porous, heterogeneous coating having a substantial internal surface area. 2) Thereafter, a bilayer reinforcement phase is applied so as to interpenetrate the primary phase coating.
