PROBLEM TO BE SOLVED: To provide a fixing device of a heat belt system which uniformly and steadily brings a heating belt into contact with a pressure roller and restricts the occurrences of image noises. SOLUTION: In a fixing device 24 of a heat belt system having in a heating belt 30 with a heat-resistant elastic layer 32 on its surface layer an inner roller 40 and an inner roller 50 with a heat-resistant elastic layer 42 and a heat- resistant elastic layer 52, respectively, on their surfaces, the tensile stresses of the heat-resistant elastic layers of the respective inner rollers are made different from each other. One of the two inner rollers that is disposed downstream in a recording-material-carrying direction e, (on the paper ejection side of a nip 35), is used as a drive roller 40, and the other roller is used as a heat roller 50. In the case, the heat-resistant elastic layer 52 of the heat roller 50 is made lower in tensile stress than the heat-resistant elastic layer 42 of the drive roller 40.
