PROBLEM TO BE SOLVED: To immediately transmit monitoring information and receive control information. SOLUTION: A terminal monitoring device which is connected to a digital CATV line through an RF modem 35 is installed. This terminal device is provided with a transmission destination register part 32 where transmission destinations of monitoring information are preliminarily registered, a transmission destination address generation part 33 which designates a transmission destination by the classification of monitoring information to generate its IP address, the RF modem 35, a reception data detection part 36 which receives control information from a monitoring center, an alarm generation part 37 which gives an alarm or the like based on control information, and an output driver circuit 38 which performs remote control.
